STEVE SKIBA
President
Steve has been a successful business owner in various locations throughout Alberta since 1991. With specific expertise in site development, water & sewer, excavation and commercial construction, Steve has successfully developed North Star Contracting into a complete service company capable of handling any large scale project. A City of Calgary approved contractor, North Star is proud to be celebrating its 10th year of operations.
EVAN MUTTER, C.M.A.
VP Finance
Evan is a Certified Management Accountant (CMA) with 22 years of accounting and finance experience. His primary expertise is in manufacturing and construction, and was Controller for a window / door manufacturing firm for 10 years. This position provided Evan with a solid understanding of cost control, government administration and financial statement preparation, as well as in-depth knowledge of the tools used to finance working capital and fixed assets. Evan then spent 7 years as VP Finance for a company specializing in the supply and installation of windows / doors in large scale condominium projects, where he gained further experience in progress billing, holdback management, surety bonding, CCDC contracts, liability insurance and a host of other construction related issues. All of Evan’s education and experience has utilized the most current industry software and hardware technologies.
SCOTT WILKINSON, C.E.T., PMP, GSC
Project Manager
With 25 years experience in the civil construction industry, Scott has undertaken extensive training in project management and holds the internationally-recognized Project Management Professional (PMP) designation from the Project Management Institute. Certified as a Gold Seal Certified project manager (GSC) by the Canadian Construction Association, he also holds a Civil Engineering diploma from NAIT and a Certified Engineering Technologist (C.E.T.) designation from The Association of Science and Engineering Technology Professionals of Alberta. With a broad portfolio of large scale projects, Scott has earned a solid reputation for delivering quality projects on-time and on-budget.
ADAM ROZAK, C.E.T.
Estimator / Project Manager
With 10 years experience in the civil construction industry, Adam holds a Construction Management and Engineering Design Diploma from Lethbridge College, and was the recipient of the Faculty of Civil Engineering Achievement Award. Adam also holds a Certified Engineering Technologist (C.E.T.) designation from The Association of Science and Engineering Technology Professionals of Alberta, and has 7 years experience as an estimator/project manager in Calgary with experience in projects such as storm sewer upgrades, large subdivisions, large commercial developments, watermain replacement projects, interchanges, box culvert and many other deep utility projects.
BEN ARMSTRONG, C.E.T.
Estimator / Project Manager
Ben has 10 years of experience in the Civil Construction Industry, a diploma in Civil Engineering Technology from SAIT and a Certified Engineering Technologist (C.E.T.) designation from The Association of Science and Engineering Technologists of Alberta. His successful estimating on a wide variety of demolition, earthworks, paving and Deep Utility projects has earned him a solid reputation as a respected estimator / project manager.

BRIAN JOHNSTON
VP Operations, Underground Utilities
With over 35 years of industry experience, Brian has held a number of progressively responsible positions with a variety of contractors specializing in water & sewer. In addition to his vast hands-on experience, Brian has completed numerous courses and certifications such as Peer Health and Safety Auditor, Leadership for Safety Excellence, Prime Contractor, Principles of Health & Safety Management, Construction Environmental Awareness, Effective Disability Management, Incident Investigation, Substance Abuse Prevention, Confined Space Awareness, WHMIS Train the Trainer, TDG Train the Trainer and a number of Erosion & Sediment Control courses implemented by the City of Calgary.
Brian has worked on and completed numerous large scale water & sewer projects, including:
- City of Calgary watermain replacement programs since 1991
- City of Calgary sewermain replacements
- City of Calgary Bonnybrook treatment plant siphon mains
- City of Calgary feedermain projects ranging from 30” up to 54”
- Numerous residential subdivision and commercial projects
- Numerous indemnification projects with the City of Calgary
- Major projects with General Contractors dealing with the Calgary Health Region
SHELDON LARSEN
Superintendent
With almost 23 years of industry experience, Sheldon has held positions as Pipe Layer, Directional Driller, Foreman and Superintendant. He is trained as a Prime Contractor and has taken numerous industry courses such as Leadership for Safety Excellence, Principles of Health & Safety Management, Construction Environmental Awareness, Incident Investigation, Substance Abuse Prevention, Confined Space Awareness, WHMIS, Butt Fuse and Electra Fuse Certification.

GRANT SEIGLER
VP Operations, Grading & Paving
With over 30 years of industry experience, Grant has 15 years of General Superintendant experience managing grading and paving projects. He has taken numerous courses in the areas of safety, first aid and leadership for safety excellence, is trained as a Prime Contractor, and has many years of experience in the positions of Operations Manager (Paving Division), Grade Superintendant and Grade Foreman.
Grant has worked on and completed numerous large scale paving projects, including:

- Beddington Trail
- Calgary Airport runways and taxiways

KEN WATSON, R.E.T.
Project Manager
With 41 years experience in the civil construction industry, Ken has 39 years of experience as an estimator, project manager and manager in Calgary, with seasoned experience in aggregate, sidewalk curb & gutter and asphalt paving. He has worked on numerous projects within the City of Calgary such as subdivisions, large commercial projects, interchanges and numerous pathways throughout the city. With an extensive portfolio of large scale projects, Ken has earned a solid reputation of excellence for his thorough delivery of quality projects on-time and on-budget.
FRANK DIXON
Paving Superintendant
With over 30 years of industry experience, Frank spent 16 years at Standard General Construction as Paving Foreman, and 8 years at Pro-Con Road Works as both Paving Foreman and Paving Superintendant. He has taken numerous courses in the areas of safety, first aid and leadership for safety excellence, and is trained as a Prime Contractor. In recent years completing on average over 300,000 tonne/year, Frank has 24 years of management experience overseeing large projects such as pathways, bridgedecks, major roadways, overlays and interchanges. Frank also has in-depth experience working with City of Calgary managers, site inspectors and engineers, and thoroughly understands best practices for City of Calgary projects.
Frank has worked on and completed numerous large scale paving projects, including:
- Stoney Trail from Crowchild Trail to Hwy 1 (40,000 tonne of Superpave)
- C.P. Intermodel (60,000 tonne of asphalt)
- Calgary Airport runways and taxiways

Paving Foreman
With almost 25 years of industry experience, Brian spent 16 years at Standard General Construction, and 8 years at Pro-Con Road Works. He is trained as a Prime Contractor and has taken numerous courses in the areas of safety, first aid and leadership for safety excellence. With 22 years of Paving Foreman experience, Brian has vast experience in site management and has successfully led all on-site job elements including quality control, safety, meeting productions and trucking coordination.
Brian has worked on and completed numerous large scale paving projects, including:
