STEVE SKIBA
President
Steve has been a successful business owner in various locations throughout Alberta since 1991. With specific expertise in site development, water & sewer, excavation and commercial construction, Steve has successfully developed North Star Contracting into a complete service company capable of handling any large scale project. North Star is proud to be celebrating its 11th year of operations.
 
EVAN MUTTER, C.M.A.
VP Finance
Evan is a Certified Management Accountant (CMA) with 22 years of accounting and finance experience. His primary expertise is in manufacturing and construction, and was Controller for a window / door manufacturing firm for 10 years. This position provided Evan with a solid understanding of cost control, government administration and financial statement preparation, as well as in-depth knowledge of the tools used to finance working capital and fixed assets. Evan then spent 7 years as VP Finance for a company specializing in the supply and installation of windows / doors in large scale condominium projects, where he gained further experience in progress billing, holdback management, surety bonding, CCDC contracts, liability insurance and a host of other construction related issues. All of Evan’s education and experience has utilized the most current industry software and hardware technologies.
 
GRANT SEIGLER
VP of Operations Underground & Paving
With over 30 years of industry experience, Grant has 15 years of General Superintendent experience managing grading and paving projects. He has taken numerous courses in the areas of safety, first aid and leadership for safety excellence, is trained as a Prime Contractor, and has many years of experience in the positions of Operations Manager (Paving Division), Grade Superintendent and Grade Foreman.
Grant has worked on and completed numerous large scale paving projects, including:

MIKE RYAN, CRSP
Operational Risk Manager
 
Mike has a construction background spanning 30 years including large scale civil and commercial projects. His positions have ranged from field level worker and supervisor to project management and estimating. Mike has been working in construction safety and risk management since 1998. During that time Mike has worked in Canada’s arctic, throughout Alberta and in Calgary as well over sea’s in various consulting capacities.Mike is a graduate of the Occupational Health and Safety Certificate Program through the University of Alberta. He has also completed the National Construction Safety Officer (NCSO) program through the Calgary Construction Association. Additionally, Mike has taken the Board of Canadian Registered Safety Professional’s exam and received his CRSP designation in 2006. Currently Mike is working on his Certified Health and Safety Consultant’s certificate through the Canadian Society for Safety Engineering.Mike is also certified to instruct WHMIS, TDG, Flagger and other construction related course. In his role, Mike will be responsible to oversee all aspects of North Star Contracting’s safety program including development of new initiatives to enhance North Star Contracting’s overall safety performance.
 
ADAM ROZAK, C.E.T.
Sr. Estimator / Project Manager
With 10 years’ experience in the civil construction industry, Adam holds a Construction Management and Engineering Design Diploma from Lethbridge College, and was the recipient of the Faculty of Civil Engineering Achievement Award. Adam also holds a Certified Engineering Technologist (C.E.T.) designation from The Association of Science and Engineering Technology Professionals of Alberta, and has 7 years’ experience as an estimator/project manager in Calgary with experience in projects such as storm sewer upgrades, large subdivisions, large commercial developments, watermain replacement projects, interchanges, box culvert and many other deep utility projects.
 
BEN ARMSTRONG, C.E.T.
Estimator / Project Manager
Ben has 10 years of experience in the Civil Construction Industry, a diploma in Civil Engineering Technology from SAIT and a Certified Engineering Technologist (C.E.T.) designation from The Association of Science and Engineering Technologists of Alberta. His successful estimating on a wide variety of demolition, earthworks, paving and Deep Utility projects has earned him a solid reputation as a respected estimator / project manager.
 
NATHAN BARTLEY
 Estimator / Project Manager
 Nathan has 5 years of field experience as a pipe layer and foreman in the underground industry, a diploma in mechanical engineering technology from NAIT, and a certificate of Construction Management from the U of C.  He has worked in project management for the last 2 years, and is just beginning an estimating career at North Star.   With diverse experience in residential, commercial, and industrial water projects he will continue to learn the industry and contribute to the North Star team.
 
SHELDON LARSEN
Superintendent
With almost 23 years of industry experience, Sheldon has held positions as Pipe Layer, Directional Driller, Foreman and Superintendant. He is trained as a Prime Contractor and has taken numerous industry courses such as Leadership for Safety Excellence, Principles of Health & Safety Management, Construction Environmental Awareness, Incident Investigation, Substance Abuse Prevention, Confined Space Awareness, WHMIS, Butt Fuse and Electra Fuse Certification.

BECHIR ELKHATIB
Superintendent
Bechir began his underground career working for Volker Stevin in 1996. Starting as a laborer he moved onto to becoming a pipe layer and then a Lead Hand. In 2005 he was hired by North Star Contracting as a Foreman and was subsequently promoted to Superintendent in 2010. Bechir is fluent in English and Arabic. He was also completed the following courses: Prime Contractor, Leadership for Safety Excellence, Principles of Health and Safety Management, Construction Environmental Awareness, Butt and Electra Fuse Certification, WHMIS and First Aid.
Noteworthy projects Bechir has worked include:

KEN WATSON, R.E.T.
Project Manager
With 41 years experience in the civil construction industry, Ken has 39 years of experience as an estimator, project manager and manager in Calgary, with seasoned experience in aggregate, sidewalk curb & gutter and asphalt paving.  He has worked on numerous projects within the City of Calgary such as subdivisions, large commercial projects, interchanges and numerous pathways throughout the city.  With an extensive portfolio of large scale projects, Ken has earned a solid reputation of excellence for his thorough delivery of quality projects on-time and on-budget.
 
BRYAN PIERARD C.E.T
Estimating / Project Management
Bryan has 4 years of experience in the Civil Construction Industry, a diploma in Civil Engineering Technology from SAIT and a Certified Engineering Technologist (C.E.T.) designation from The Association of Science and Engineering Technologists of Alberta.  His successful estimating and project management on a wide variety of demolition, grading, concrete, and paving projects has earned him a solid reputation as a respected estimator / project manager.
 
FRANK DIXON
Paving Superintendant
With over 30 years of industry experience, Frank spent 16 years at Standard General Construction as Paving Foreman, and 8 years at Pro-Con Road Works as both Paving Foreman and Paving Superintendant. He has taken numerous courses in the areas of safety, first aid and leadership for safety excellence, and is trained as a Prime Contractor. In recent years completing on average over 300,000 tonne/year, Frank has 24 years of management experience overseeing large projects such as pathways, bridgedecks, major roadways, overlays and interchanges. Frank also has in-depth experience working with City of Calgary managers, site inspectors and engineers, and thoroughly understands best practices for City of Calgary projects.
Frank has worked on and completed numerous large scale paving projects, including:
  • Stoney Trail from Crowchild Trail to Hwy 1 (40,000 tonne of Superpave)
  • C.P. Intermodel (60,000 tonne of asphalt)

PERLEY BELL
Grading Foreman
Perley’s past employers include Metro Paving (5 years) and Pro Con Roadworks (10 years). Before joining North Star the last 6 years at Pro-Con were spent as a Grading Foremen where his primary duties were: review and implement survey layout, ensure proper drainage of surface through periodic measurements with transit level, coordination of manpower, coordination of 3rd party truckers, overall assurance that the job is completed as per city specification. Perley has completed several courses including: Prime Contractor, First Aid and Leadership in Safety Excellence.
Some of the key projects Perley has worked on include:
  •          Douglas Dale S.E. interchange with Deerfoot Trail
  •          Air Freight Parking Lot: 75,000 M2
  •          UPS Parking lot: 45,000 M2
  •          OPUS trucking yard: 60,000 M2

 JOHN MCDONALD
Grading Foreman
John has been in the industry for 15 years with 13.5 years working at Pro Con Roadworks. He began as a manhole foreman and moved on to become a grading foremen for the last 8.5 years. His primary duties are to train labourers, trouble shoot and accommodate changes to the job, monitor quantities and use the laser to verify grades and depths.   John’s courses include: supervisory training (gold seal program), leadership in safety excellence, prime contractor, surveying (SAIT), rigging and hoisting, and others.
 Some of the key projects John has worked on include:

  •          17th Ave and Sarcee Trail interchange

BRIAN HALEY
Paving Foreman
With almost 25 years of industry experience, Brian spent 16 years at Standard General Construction, and 8 years at Pro-Con Road Works. He is trained as a Prime Contractor and has taken numerous courses in the areas of safety, first aid and leadership for safety excellence. With 22 years of Paving Foreman experience, Brian has vast experience in site management and has successfully led all on-site job elements including quality control, safety, meeting productions and trucking coordination.
Brian has worked on and completed numerous large scale paving projects, including:

DARRIN COLLEDGE
Grading Foreman
Darrin brings 25 years of industry experience. He has worked for Metro Paving & Engineering as well as Pro Con Roadworks in the past.   Darrin also spent 5 years living the in the U.S. running a water and sewer crew. Darrin’s courses include: Prime Contractor, Survey courses, CSTS and first aid.
Some of the key projects Darrin has worked on include:
